Morgan County Business License Application Process: 


  1. Planning & Zoning Approval 
  • Before applying for a business license, please apply to the Planning and Zoning Department to verify zoning compliance and regulatory requirements. 
  • Pay all applicable fees for Planning and Zoning. 
  1. Business License Application 
  • After receiving approval from Planning and Zoning, submit a Morgan County Business License Application and upload the approval documentation from Planning and Zoning. 
  1. State Registration & Licensing Requirements 
  • Review the first page of the business license application for detailed instructions. 
  • Ensure your business name is registered with the state. 
  • Obtain a state sales tax ID, if applicable. 
  • If your business requires a DOPL license, provide a current state license number. 
  1. Short-Term Rental Requirements (If Applicable) 
  • Provide local contact information under the Manager and Emergency Contact tabs. 
  • If listed on Airbnb or VRBO, include proof of the listing from the respective platforms. 
  1. Approval Process 
  • The application will be reviewed by the Clerk’s Office, Treasurer’s Office, and Attorney’s Office. 
  • Upon approval, you will receive confirmation regarding any applicable license fees based on your business classification as determined by Planning and Zoning. 
  1. License Fee Payment & Issuance 
  • Review the fee schedule to determine the applicable license fee. 
  • Once all fees are paid, you will be able to print your business license from Civic Review. 

Morgan County Solicitor’s License Application Process: 

  1. Submit Solicitor’s License Application 
  • Provide the following required documentation: 
  • A valid driver’s license for all individuals conducting door-to-door solicitations. 
  • License plate numbers for all vehicles that will be used in the county. 
  • A background check for each individual working in the county. 
  1. Application Review & Approval 
  • Once all required information is submitted, the Clerk’s Office and Sheriff’s Office will review the application. 
  • Upon approval, you will be notified to pay the required fee. 
  1. License Issuance 
  • After payment is processed, you will be able to print your solicitor’s license from Civic Review. 

Morgan County Temporary License Application Process: 


  1. Submit Application 
  • Apply for a 1-5 day temporary license through the Clerk’s Office. 
  • The application will be reviewed for approval by the Clerk’s office and Sheriff's office. 
  • Upon approval, you will be required to pay the appropriate fee based on the number of days the license is needed. Refer to the Fee Schedule below for details. 
  1. License Issuance 
  • Once payment is processed, you may print your temporary license from Civic Review. 

Morgan County Non-Profit License Application Process: 


  1. Submit Application 
  • Apply for a Non-Profit License through the Clerk’s Office. 
  • Upload a valid 501(c)(3) certification as part of your application. 
  1. Application Review & Approval 
  • The Clerk’s Office and Attorney’s Office will review the application. 
  • Once approved, you may print your license from Civic Review. 

Yearly License Renewal Process: 

  1. Renewal Notification 
  • Renewal notifications will be sent via Civic Review starting in November each year. 
  1. Update Contact Information 
  • Ensure the Clerk’s Office has the correct contact information, including the email address of the individual responsible for license renewals and business license management.

  • No, we no longer mail renewal letters. If you require accommodations, please contact the Clerk’s Office, and we will mail a renewal letter upon request. 
  • What if I don’t have access to a printer? 
  • If you are unable to print your license, please contact the Clerk’s Office, and we can mail a printed copy to you. 
  • What if I haven’t received an email from Civic Review? 
  • First, check your spam or junk folder in your email. If you still cannot locate the email, please contact the Clerk’s Office for assistance.
