Court payments are accepted online, by mail or in person, during court hours M-TH. Payments can only be accepted in person during court office hours. You will make your payment to the Treasurer’s Office after seeing the clerk. 

No Weapons - This includes any sharp or bladed instrument. Security is not allowed to hold these items for you. Please leave them at home or in your vehicle


No Cell Phones - Cell phones are not permitted in the courtroom. Please leave them at home or in your vehicle. Security is not allowed to hold cell phones for you. If your business is with the front counter staff you may keep your cell phone, but please turn it off while you conduct your business.


Proper Dress is Required - No shorts, tank-tops, halter tops, mini skirts or clothing with inappropriate pictures or words. You may be asked to reschedule your hearing if you are not properly dressed.


No Small Children 

To appear in front of the Judge you need to call the court clerk and set up an arraignment date. Court is on Tuesdays starting at 4:00 p.m.


Court fines and fees are established through recommended guidelines from the Uniform Fine/Bail Schedule. A judge is not obligated to set the fine in the amount listed, but can set the fine in an appropriate amount given the facts and circumstances of each case (including the individual's prior record).


**Contact the court for an estimated fine/fee on your citation. Please be aware that the estimated cost given to you will be based on the Uniform Fine/Bail Schedule and the information you provide. Actual amounts of a citation is determined by the violation once it is entered into the court computer system or set by the justice court judge. Citations may include an accident, delinquent and/or warrant enhancement.


**You have 14 consecutive days to contact the court and either pay for the fine or schedule a court date.If you need smaller payments you need to come in and speak with the Judge. If you do not contact the court within the 14 days a delinquent fee will be assessed.


To pay with credit/debit card, click on PAY COURT FEE’S above. There is a convenience fee of $2.50 (minimum) or 2.5%.

To pay in person, come to 48 W Young Street, and you may pay in cash, check or money order. Hours for court payments are 11am-2 pm M-TH

You may send BILL PAY check through your bank or credit union and please include your citation or court case number and name.

Plea in Abeyance for traffic violations In Morgan County a plea in abeyance needs to be granted by the Judge at arraignment or by our Justice Court County Attorney at a Pretrial Conference. There are specific requirements to be eligible for the plea in abeyance. If granted the opportunity to do a plea in abeyance and the requirements are completed successfully no points will go on your driving record.


Fix-It Tickets Vehicle safety violations are the only types of charges eligible for a fix-it violation. Registration and insurance violations are not considered fix-it violations by State law. Fix-it tickets need to be signed off by an active Peace Officer (i.e. Municipal Police Officer, County Sheriff or Deputy, State Highway Patrol Trooper, etc), and turned into the court within 14 days of the violation to be eligible for dismissal.


Registration Violations If your vehicle was registered at the time of the citation, you may be eligible for a dismissal if proof of registration along with proof that the registration was paid prior to the citation is provided within 14 days of the violation. You may fax this proof to the court at (801) 845-6008, but please follow-up with the court to verify it was received. If you receive a citation and register your vehicle after the citation, you may be eligible for a $10 credit towards your fine with proof of registration. Please come into the court at 48 W Young Street, Monday – Thursday, from 8:30 a.m. to 5:00 p.m. to show proof of your registration for your credit and pay the remainder of the fine. Insurance violations Per the Uniform Fine/Bail Schedule, the fine for a first offense of No Proof of Insurance is $400 (excluding delinquent or warrant fees). A violation of No Proof of Insurance can be dismissed when verification in the form of a letter is presented to the court with the following required information:

Letter must be on insurance agency letterhead.

Current date.

Name of insured. If the name is different than the person who received the citation, the letter must include an explanation indicating that the driver had the permission of the owner and is covered under that policy.

Vehicle description (must match the vehicle on the citation).

Coverage was in effect on the date and time the citation was issued.

Agent's signature.

Citation or case number.

If you can provide the above letter, you can also have your agent fax the letter to (801) 845-6008. If the letter is faxed, you must call the court at (801) 845-4021 to verify that the letter was received.


If you are unable to meet the above requirements, you may be eligible to receive a credit towards your fine for obtaining insurance after the citation was issued. To POSSIBLY receive this credit, you must schedule a court date and present your proof of valid insurance to the Judge.


If the above requirements cannot be met contact the court in person at the address listed above or call (801) 845-4021 to schedule a court date as this charge is a mandatory appearance charge.


Please be aware that payment of part or all of an insurance violation will be reporter to the driver's license division, which may require you to carry SR22 insurance. This is a state requirement that cannot be waived by the court.

Mandatory Appearance Charge - If you do receive a mandatory appearance (which you will find out when you call the court clerk) that means that you do need to come to court and speak with the Judge so you will need to schedule a court date

Information on Small Claims/Civil Cases


The Morgan County Justice Court has jurisdiction over small claims cases if the defendant (person being sued) resides in Morgan County or the debt arose within the Morgan County limits. Small claims can be filed for a claim up to $11,000. The claim must be for actual damages (can't file for treble damages).


The fee to file a small claims case is:


$60.00 if the claim is less than $2,000 plus a $10.00 processing fee

$100.00 if the claim is for $2,001.00 - $7,500.00 plus a $10.00 processing fee

$185.00 if the claim is for $7,501.00 - $11,000.00 plus a $10.00 processing fee


The court provides the forms needed to file a small claims for $1 or you can obtain them online at the State Court's website. After the case is filed with the court, the plaintiff (person filing the claim) is responsible to serve the defendant notice of the suit and the trial date. The full small claims process is on line.
