Building Permit Process

When submitting digital plans, please make sure that it is saved into PDF files which include all pages of the plans with the engineers’ stamp AND architectural review committee electrical stamp, as applicable. The additional paperwork that accompanies the digital plans (Permit Application, Land Use Application, Memo of Understanding, etc.) must also be in PDF format. All documents that require a signature and notary stamp will need to be printed and required signatures obtained, then scanned in and emailed with the other information. 


Fire Protection Plan Approval form must be printed and taken, along with the house plans, to the appropriate Fire District for approvals. For all of Mountain Green please contact the Mountain Green Fire Chief at 801-876-2277. All other locations within Morgan County please contact Morgan County Fire Marshal at 801-845-4049. These signed approvals will need to be emailed with the application.


Morgan County requires a 
non-refundable deposit of $500 for residential dwellings, $100 for solar panels or $50 for accessory buildings, detached garages, storage buildings, swimming pools, additions, or finished basements. THIS IS A PLAN REVIEW DEPOSIT, not the final permit fee. Once the review is complete, the cost will include the remaining amount for the plan review and permit fee (calculated by the valuation of building space,) 1% State fee, and possible impact fees.


Deposits/Fees will need to be made to the Morgan County Treasurers' office. You can make this payment over the phone by calling 801-845-4030, or by coming into their office at 48 W Young Street in Morgan City. This payment should be made at the time of submittal.


We are 
NOT a public utility. All water and sewer connections will need to be made through the utility companies in your area. Septic tank and well permits must be obtained through the Weber-Morgan Health Department. You can reach them at 801-399-7176 for septic systems and 801-399-7167 for wells. PLEASE NOTE, WE WILL NOT BEGIN ANY REVIEW UNTIL PAYMENT IS MADE AND ALL REQUESTED ITEMS HAVE BEEN SUBMITTED.
 Please review the checklists provided thoroughly to make sure that you have submitted ALL the required documentation. 

  • We will NOT keep and maintain any physical copies of plans and applications. All documents, plans, and materials pertaining to your application must be submitted via email. 
  • If you have any questions or concerns please don’t hesitate to call, we are happy to help you through this process.  PLEASE REMEMBER, ONCE IT IS DETERMINED THAT THE APPLICATION IS COMPLETE, THE REVIEW MAY TAKE UP TO THREE WEEKS. (Morgan County hours of business are Monday through Friday from 8:00 am to 5:00 pm)

Temporary/Permanent Power Inspections:

To schedule any power inspection, please have your Morgan County permit number and your Rocky Mountain Power work order number available at the time of scheduling. Any temporary or permanent power inspection scheduled after 3:00 pm will be processed, if approved, and a clearance sent to Rocky Mountain Power, the following Morgan County business day (please remember that our office is closed on Fridays.) We understand the time-sensitivity in working with this utility and strive to accommodate your project. 


Energy Code Compliance: 

One- and two-family dwellings and townhouses are required to comply with Chapter 11 of the International Residential Code as amended by the State of Utah. The state amendment allows the use of the Utah Energy Conservation Code REScheck software, to show compliance.

As of January 1, 2021, the state amendment requires the REScheck to show compliance plus 5 percent.

The Utah Energy Conservation Code REScheck software is available at: https://www.energycodes.gov/rescheck 

All other buildings must comply with the requirements of the International Energy Conservation Code.

 

How to handle a Stop-Work Order:

When work authorized by a building permit is found to be unsafe, or in violation of the building code or county ordinance, it will be addressed as follows: 

1. The permit applicant will be notified of violation or unsafe condition in writing via a post on the permit status system Basecamp.com. (To receive an invitation to Basecamp for a project please contact our office at 801-845-4015 option 1) 

2. If the violation or unsafe condition is not corrected within a reasonable time, a stop-work order will be issued. 

3. The notification of the stop-work order will be posted on Basecamp and a hard copy of the order and descriptions of the violation or unsafe condition will be posted on the project site. All work must cease except the work required to correct the violation or unsafe condition. 

4. When the violation or unsafe condition has been corrected, the building inspector will investigate and inspect to verify such as been corrected. The cost of the investigation inspection is $70.00. This fee must be paid before the investigation inspection can be scheduled. (Call the Treasurer's office at 801-845-4030 to make this payment or bring it in to the courthouse.)

5. When the investigation is complete and the Building Inspector has verified that the violation or unsafe condition has been corrected, the stop-work order will be removed. 

6. When the stop-work order is removed, all work authorized by the building permit may proceed.



Things to Remember When Building in Morgan County

***DO NOT BLOCK ROADWAYS OR COUNTY RIGHT OF WAYS WITH DUMPSTERS, TRUCKS, EQUIPMENT OR MATERIALS. IT IS UNLAWFUL TO BLOCK COUNTY THOROUGH FARES, RIGHT OF WAYS OR SIDEWALKS, VIOLATORS WILL BE PROSECUTED ACCORDING TO THE LAW.

 ***A PORT-A-JOHN MUST BE ONSITE AT THE TIME OF FOOTING INSPECTION AND REMAIN ONSITE UNTIL FINAL INSPECTION***
