Morgan County Economic Opportunity & Growth Grant


Purpose:

The Morgan County Economic Opportunity & Growth Grant “MCEOGG” is designed to support local businesses to create sustainable growth that could result in adding new jobs, increase sales, and have a positive impact on Morgan County’s economy.


Grant Description:

Grant applications close on January 31st with limited funds available. Typical grants will range from $2,000 to over $5,000.


Eligible Uses:

·      Business expansion, including workforce expansion

·      Marketing and market research

·      Equipment 

·      Technical assistance / education / workforce training


Ineligible Uses (but not limited to):

·      Debt retirement

·      Owner’s salary

·      Inventory

·      Or other expenses to be determined in the review


Application Requirements:

It is at the discretion of the Morgan Community Economic Opportunity Board to determine final eligibility for grant funding regardless of the below requirements being met.


Grant applications are for businesses operating within Morgan County only. The applicant must be the majority owner. If the local business has multiple owners, all owners with 20% or more ownership must agree to the parameters defined in the application in regard to the use of funds. Additionally, all owners shall be liable for repayment of grant funds spent outside the approved use. All personal and business financial information will not be made public.


  1. Businesses must be in operation for at least one year and shall submit at the time of application a minimum of 1 year of financials.
  2. The Business must operate in or be based in Morgan County. If the business hires new employees, it is not necessary that all employees live in Morgan County.
  3. Must have a current Business Registration with the State of Utah.
  4. Must have a current Business License with the City of Morgan or Morgan County.
  5. Must have a Business Checking Account.
  6. Home based businesses can apply.
  7. Must show the projected impact on business growth from the project, which can include growth outside of Morgan County and the State of Utah.
  8. Projects must be completed by June 30th of the awarded year.
  9. Projects must have a measurable timeline.
  10. Projects must have a measurable impact.
  11. Must be prepared to submit the most recent business tax return, if requested.
  12. Application must be submitted with all requested supporting documentation to be considered.


The Morgan County Economic Opportunity & Growth Grant is not intended for startups without a history of sales, but for existing businesses who are experiencing growth, have a solid operational foundation, and businesses who are in a position to use these funds to accelerate their growth. Without financial reports your application is incomplete and will not be considered.

Review & Awarding of Grant Funds:

The Morgan County Economic Opportunity Board shall appoint a grant committee to review all complete applications and make a recommendation on the finalists to the Board. Approved recommendations shall be submitted to the Morgan County Commission for final approval and award.


Every effort will be given to make this process transparent and void of conflicts of interest.


Decisions will be made solely based on the requirements being met, businesses current strength, opportunities for future sales growth, anticipated sustainability of the business, economic impact and a belief that the business owner(s) can execute their plans.

If a business owner is not accessible and unable to respond to communications regarding their application, the application will be withdrawn. The business can be re-considered if the grant program continues in the future.

All businesses who apply but do not receive an Award, will be contacted by the SBDC in order to determine next steps to grow and create an actionable plan, including resources available.


Post Award:

Award Recipients will be contacted by a member of the Morgan County Economic Opportunity Board. They will meet with the business to discuss their award and how it will be spent, including specific goals. 


The Award Recipients will be required to meet with the SBDC periodically on their business growth, progress of their project, as well as timeline and goals. A digital quarterly report is required.


Once the project has been completed the recipient will present to the CEO Board and/or the Morgan County Commission if requested.


Morgan County Economic Opportunity Board voting members consist of:

City Representative, County Commission Representative, Workforce Development Representative, Private-Sector Representative, a Local Business Owner, a Representative of the Business Resource Center (BRC), Morgan Area Chamber of Commerce Representative, School Board Representative, and a Representative from State Parks.
